Eventually worked out that had to reconstruct the "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Network" which was missing various keys then carried out a sfc /scannow and then removed Kaspersky AV, finally this seemed to work. saved me a lot of headache.
