I reenabled security, restarted the browser, and viewing reports still works.

you could possibly get a better answer from either a Visual Studio forum or from crystal reports support. I've checked the report in debug mode and added a line to export it to disk all without problem. Our Test server is a Windows 2003 server running IIS 6.0. We were using IE8 and everything worked fine, but when we upgraded to IE9 the Crystal Report Viewer stopped rendering the report.
